Hosted by the Orlando Film Commission, this timely industry forum explores the role film incentives play in attracting production, creating jobs, and strengthening Florida’s creative economy. Taking a page from other metro-areas, in November 2025 the Orange County Board of County Commissioners unanimously voted to approve the first film incentive in over a decade. Join Orlando Film Commissioner Brooke Hill and newly appointed Film Incentive Administrator Jennifer Pennypacker will discuss how incentives work, why they matter, and what the future may hold for filmmakers looking to produce their projects in Central Florida.

Brooke Hill has worn just about every hat on set: director, producer, editor, actor, art director, script supervisor, and yes, even hair and makeup. That hands-on experience across every corner of a production is what she brings to her role as Orlando Film Commissioner. With four years at the film commission, Brooke has been instrumental in positioning Orlando as a destination for nationally recognized brand commercials, award-winning TV series, and Sundance-selected feature films. She doesn't just open doors for filmmakers in Orlando. She's walked through them herself.

 

Jen Pennypacker is the Film Incentive Administrator for the new Orange County Film Incentive Program. A five-year initiative designed to revitalize Orange County’s film industry. The Film Incentive Program aims to attract high-value film and television projects to the region and stimulate tourism. Pennypacker has 12 years of experience as Business Development Director for the Metro Orlando Film & Television Commission, where she played a key role in industry growth, production recruitment, and stakeholder engagement. She has also held prominent leadership positions within the film community, including working in Los Angeles with Showtime Networks, and serving as President of Film Florida and of Women in Film & Television, Florida.
